The phrase is short and the claim behind it is narrow. Reading it wider than it is written is where most complaints about services like this begin.

A service that declines to moderate a conversation has not changed what is permitted where you live. Requests that are unlawful stay unlawful, and material involving minors is refused here regardless of any promise on the page. This is not a filter setting and it is not negotiable, and it is written out on the restrictions page rather than hidden.
It says nothing about accuracy
A filter decides what gets discussed. Correctness is produced by the model, and it is the same model whether or not a filter sits in front of it. An answer that arrives because nothing stopped it is exactly as reliable as an answer that arrives anywhere else, which means it deserves the same checking.
It says nothing about access
Your network, an employer or a country blocking access sits between you and every site, including this one. No setting on a site can reach that far. Pages promising to get past such a block are describing a proxy, and a chat is not one.
What it does mean
Your question gets a reply rather than a policy notice, and the reply is not softened by a second pass over it. That is a real difference and a narrow difference, and stating it narrowly is more useful than promising everything.
